A Soran University Teacher Publishes Two Books
In continuation of his scientific and academic work, AP.Dr. Othman Mustafa Abdullah, who teaches in the Department of Law at the Faculty of Law, Political Science and Administration, has published two books. The first work is entitled "International and Domestic Standards on the Use of Force and Firearms by Police and Security Forces." It is 330 pages long and written in Kurdish. The Soran Media, Printing, and Publishing Directorate printed it.
This book attempts to answer these questions: Is it permissible for security officers to use firearms? If yes, in cases of extreme need, what are the international and local standards that determine the extent of need and adequacy? Is it stipulated by law or is it up to the police to guess? The search for answers to these and other questions constitutes the main content of this book. The nature of this study required that it be divided into two sections, with an introductory discussion entitled "The purpose of the police and its relationship to human rights".
The first theme deals with the laws and regulations governing the use of firearms:
Regarding the first theme:: Laws and regulations governing the use of firearms by police and security forces. Part I: Standards relating to the use of force and firearms.
Part II: Conditions for the use of firearms.
In the second section, the use of firearms by police and security forces is discussed in two parts:
Part I: Use of firearms in the performance of work duties.
Part II: Use of firearms based on legitimate defence:
Finally, some conclusions and recommendations are presented.
The second book, "The Legal Framework for the Criminal Liability of Oil Companies, " consists of 414 pages. The nature of this article required that it be presented in five parts: the first section discusses the definition of criminal liability in general and explains the extent to which this liability covers oil companies, as well as the concept of oil companies.
The second part deals with the criminal liability of oil companies for environmental pollution.
The third section of this book is devoted to the criminal liability of oil companies for corruption offences, whether financial or non-financial.
The fourth section of the book contains the penalties and procedures imposed on oil companies.
In the fifth section, the criteria for individual punishment against oil companies are discussed in the application of the suspension system, the execution of the penalty, and the re-punishment system.
